From Policy Dialogue to Action for Children with Disabilities
The Special Education Department, Government of Punjab, and UNICEF jointly convened a Policy Dialogue on Transforming Special Education in Punjab, focused on curriculum reform, teacher quality and inclusive services to improve learning outcomes for children with disabilities.
The dialogue brought together Secretaries School Education, Special Education and Higher Education Departments, vice chancellors, education leaders, technical experts, practitioners, children with disabilities, parents and teachers.
Through panel discussion, technical presentations, interactive question-and-answer sessions and focused group work, participants identified practical priorities across four connected areas:
* Developing accessible and learner-responsive curricula;
* Strengthening pre-service teacher preparation and continuous professional development;
* Improving teaching quality, professional standards and accountability; and
* Expanding inclusive, specialized and future-ready education services.
The dialogue concluded with the Lahore Declaration, presented by the Secretary Special Education. The Declaration provides a shared roadmap for translating policy commitments into coordinated, time-bound action—with clear institutional responsibilities and a focus on measurable improvements in children’s participation, learning, wellbeing and transition outcomes.
